Title: Tricky to fix

This seems to be a part I forgot about when writing newcargos. Special subsidies care only about the cargo slot number, so they treat paper as food if paper is introduced in slot 0B. It's probably not worth destabilizing 2.5 for fixing this, but I'll definitely come up with a solution for 2.6. Until then, GRFs shouldn't use slot 0B for anything but food.
