I can confirm all three items; the notable difference is that it works if you remove and then sell the wagon, but not if you sell the wagon while it is still attached.
Callback 36 and prop 25 are unused throughout USSet 0.86, as are the high two bytes of variable 42. (The low two bytes are used several times, though.)
This bug persists in the face of "-a- -2 --newtrains=on --multihead=0 -XY 1976 --electrifiedrailway=on".
